In this case, the authorization was declined due to Stand In limits. Stand In is an instance of disconnect between Unit and the card processor (Visa), in which the card processor is responding to authorization requests instead of the card issuer (Client/Unit).
The stand-in limit (mentioned here) is only relevant during periods of stand-in processing (when there is a lapse in live connectivity between Unit & Visa). During this period, real-time balance checks are not possible so a stand-in limit is used to reduce risk. Any authorization above the stand-in limit will be declined.
